In small bowl, mix together water and egg replacer, whip until fluffy, fold into margarine mixture.
In medium bowl, sift together flours, baking powder and sea salt. Blend into creamed mixture. Stir in carob chips.
Drop cookie batter by tablespoons 2 inches apart onto a greased baking sheet. Bake in hot oven and bake for about 10 minutes, or until or until golden brown. Makes 2 dozen.
