In a medium mixing bowl, combine soy margarine, sugar and brown sugar and mix well with a hand mixer. Mix vanilla and water.
In another bowl, combine flour, cornstarch, baking powder, cinnamon and salt.
Add to the margarine and sugar mixture a little at a time, beating after each addition. Stir in oats a little at a time. Add apples and nuts.
Using a tablespoon, form into balls and place on oil sprayed baking sheet, or use a silicone liner.
Bake at 350 degrees for 10 – 15 minutes. Combine powdered sugar, almond milk and vanilla and mix well. Drizzle over cookies.
