Preheat oven 350 degrees. Heat water in saucepan over medium heat and add each ingredient except oats. Stir and bring to a boil.
Slowly pour in oats and mix well, turn down heat and simmer for 4 minutes. Don’t let mixture stick.
Spray a sheet pan with cooking spray. Use a melon scoop and place saucepan’s oat mixture on sheet pan.
Using back of a fork, flatten each scoop and shape into sausage. Bake for 15 minutes on each side. Makes about 28 sausages.
Note: You can serve these sausages with waffles, pancakes, or whole wheat biscuits.
