Heat oil in a large skillet on medium high heat. Add mustard seeds, cumin seeds, and Urad dhal.
When mustard seeds start popping, add curry leaves, green chilies, and garlic. Give a quick stir.
Add chopped red bell pepper and salt to taste. Mix well. Cook with the lid on for 3-5 minutes.
Uncover and add broccoli and a little more salt. Mix well. Keep stirring for 4-5 minutes. Broccoli should be crunchy.
