If using fresh tamarind, soak it in ¼ cup hot water. Set aside.
Heat oil on medium heat in a pan. Add green chilies and give a quick stir. Remove from heat and set aside to cool.
In a blender, add peanuts, garlic, green chilies, tamarind, salt to taste, and water. Blend together. Pour into a bowl.
Heat oil on medium heat in a pan. Add mustard seeds, cumin seed, and Urad dhal. When mustard seeds begin popping, add curry leaves. Give a quick stir. Remove from heat and pour on top of peanut mixture. Mix well. Add a little more salt, if needed.
