Combine dry ingredients and mix well. Add garlic, soy sauce, olive oil and water. Mix until well combined.
Place on parchment paper and foil. Roll up and place in steamer and steam until done, about 40 – 50 minutes.
Cut into slices and brown in skillet. Serve hot.
