In a wok or large nonstick skillet, heat oil over medium heat.
Add garlic and ginger; stir-fry for 30 seconds. Add each vegetable one at a time; stir-fry until crisp-tender, about 5 minutes.
Slowly stir in orange juice mixture, soy sauce and soy curls.
Cover, lowering heat to simmer for 5 minutes.
Place ½ cup of rice on each serving plate. Top with the soy curls mixture, dividing evenly.
