Heat oven to 400-425°F (depending on oven).
Put rice in a skillet and brown it (may use a little water or olive oil).
Then mix all ingredients in baking dish. Cover and bake in oven for 1 hour, until liquid is dissolved and rice is tender.
When baking is completed add additional seasonings as needed.

It is not clear to me why you put the rice in the skillet when the rice as well as all the other ingredients are baked in the oven! What is the purpose of putting the rice in the skillet? Do you brown it slightly (dry)? Please clarify. Thank you.

You are correct – the rice needs to be browned slightly before it is mixed with the other ingredients and baked.
